Harris County Office of Homeland Security & Emergency Management Releases 2025 Annual Report
Harris County, Texas — The Harris County Office of Homeland Security & Emergency Management (HCOHSEM) is pleased to release its 2025 Annual Report, summarizing its operations and key accomplishments over the past year.
In 2025, HCOHSEM activated the Emergency Operations Center (EOC) several times for severe weather, including the January Winter Weather that brought dangerously low temperatures and snowfall to the area, the extreme drought conditions in October, the EF1 and EF2 tornadoes that touched down in the northwest part of the county during Thanksgiving week, and other major special events.
“The January winter storm and November tornadoes showed that disasters can happen at any time, reinforcing the importance of planning for all hazards and staying ready in every season,” said Harris County Emergency Management Coordinator Mark Sloan. “We encourage everyone to be ready year-round.”
In addition to emergency response, HCOHSEM advanced regional initiatives, including the 2025 update of the Harris County Multi-Jurisdictional Hazard Mitigation Plan, approved by the Federal Emergency Management Agency. In partnership with 42 signatory jurisdictions, which is the highest participation in the plan’s history, the updated plan identifies more than 850 projects to reduce risk and strengthen resilience across Harris County, reflecting HCOHSEM’s strong partnerships and commitment to community preparedness.
“This report highlights the dedication of our team and our partners who help keep Harris County safe. We will continue working every day to strengthen preparedness and serve our community when it matters most,” added Sloan.
