The Harris County Office of Homeland Security and Emergency Management is monitoring a cold front that will bring freezing temperatures to our area this weekend.

The National Weather Service (NWS) has issued a Cold Weather Advisory for Harris County that will be in effect from 3 a.m. until 10 a.m. on Saturday and a Freeze Watch from 9 p.m. Saturday until  9 a.m. Sunday. Residents should expect freezing conditions to begin on Saturday morning and hard freeze conditions Saturday evening into Sunday morning. Individuals should use caution while outdoors and should wear appropriate clothing, hat, and gloves. Frostbite and hypothermia are possible if unprotected skin is exposed to these temperatures. Stay on the lookout for any broken pipes or leaks. Ensure your pipes are well protected.

Warming Centers: A list of Warming Centers and Shelters can be found at www.ReadyHarris.org. This information, including locations and hours of operations, will be updated as information becomes available.  Transportation assistance will be available beginning at 5 p.m. on Friday, January 30. If you need transportation assistance to a warming center or shelter, please call 3-1-1.

Preparing Your Home: Residents should follow the “Four P’s” of winter weather preparedness: people, pets, pipes, and plants. Residents are advised to make all necessary winterization preparations by Friday morning.

People:

• Keep warm, stay inside if possible.
• Dress in layers to help keep you warm as the temperature drops.
• Check in with elderly family and neighbors to see if they need help.
  

Pets:

• Bring pets inside and move other animals or livestock to sheltered areas.
• Keep adequate food and water available.
  

Pipes: 

• Protect any exposed outdoor pipes (sprinkler systems should be shut off and properly drained) 

Plants

• Bring potted plants inside or store them in a garage near the interior wall to provide extra warmth and protection from wind.
• For cold-sensitive outdoor plants, put down extra mulch and consider covering them with a cloth fabric of some kind to shield the plants from wind and frost.

Heater Safety: Portable space heaters are often used to heat rooms and homes. If not used properly, they can cause fires, severe injuries, and death. If using a portable heater, remember these important safety tips:

Protect yourself from carbon monoxide (CO) poisoning by installing a battery-operated CO detector and never using generators, grills, camp stoves, or similar devices indoors.

• Keep heaters at least 3 feet from anything that can burn, including furniture, carpets, curtains, and people.
• Place heaters on solid, non-flammable surfaces.
• Never block exits with a heater and keep them out of the way of foot traffic.
• Keep children away from heaters.
• Always plug heaters directly into wall outlets – NEVER use an extension cord.
• Turn off and unplug space heaters when leaving a room or going to bed.

Generator Safety: If you use a generator, remember these important safety tips from the Harris County Fire Marshal’s Office.

• Use portable generators outdoors at least 15-20 feet away from all doors, windows, and vent openings to prevent carbon monoxide poisoning.
• Never use a generator in an attached garage, even with the door open.

Fuerte frente frío ycondiciones de congelación el viernes y durante el fin de semana

El Servicio Meteorológico Nacional (NWS, por sus siglas en inglés) ha emitido un Aviso de Clima Frío para el Condado de Harris, el cual estará vigente desde las 3:00 a. m. hasta las 10:00 a. m. del sábado, así como una Vigilancia de Congelación desde las 9:00 p. m. del sábado hasta las 9:00 a. m. del domingo. Los residentes deben esperar que las condiciones de congelamiento comiencen la mañana del sábado, con congelamiento severo desde la noche del sábado hasta la mañana del domingo. Se recomienda tomar precauciones al estar al aire libre y usar ropa adecuada, incluyendo abrigo, gorro y guantes. La congelación de la piel (frostbite) y la hipotermia son posibles si la piel queda expuesta sin protección a estas temperaturas. Esté atento a tuberías rotas o fugas y asegúrese de que sus tuberías estén bien protegidas.

Centros de Calentamiento: La lista de Centros de Calentamiento y Refugios está disponible en www.ReadyHarris.org. Esta información, incluye ubicaciones y horarios de operación, se actualizará conforme haya nueva información disponible. La asistencia de transporte estará disponible a partir de las 5:00 p. m. del viernes 30 de enero. Si necesita transporte hacia un centro de calentamiento o refugio, por favor llame al 3-1-1.

Preparando su hogar: Los residentes deben seguir las “Cuatro P” de la preparación para el clima invernal: personas, mascotas, tuberías y plantas. Se recomienda a los residentes realizar todas las preparaciones necesarias para el invierno antes del viernes por la mañana.

Personas:
• Manténgase abrigado y permanezca en interiores si es posible.
• Vístase en capas para ayudar a conservar el calor a medida que baja la temperatura.
• Comuníquese con familiares y vecinos adultos mayores para verificar si necesitan ayuda.

Mascotas:
• Lleve a las mascotas al interior y traslade a otros animales o ganado a áreas protegidas.
• Mantenga suficiente alimento y agua disponibles.

Tuberías:
• Proteja cualquier tubería exterior expuesta (los sistemas de riego deben apagarse y drenarse adecuadamente).

Plantas:
• Lleve las plantas en macetas al interior o guárdelas en un garaje cerca de una pared interior para proporcionar mayor calor y protección contra el viento.
• Para las plantas exteriores sensibles al frío, coloque mantillo adicional y considere cubrirlas con algún tipo de tela para protegerlas del viento y la congelación.

Seguridad con calentadores:
Los calentadores portátiles se usan con frecuencia para calentar habitaciones y hogares. Si no se utilizan correctamente, pueden causar incendios, lesiones graves y la muerte. Si usa un calentador portátil, recuerde estos importantes consejos de seguridad:

• Mantenga los calentadores al menos a 3 pies (1 metro) de cualquier objeto que pueda incendiarse, incluidos muebles, alfombras, cortinas y personas.
• Coloque los calentadores sobre superficies sólidas y no inflamables.
• Nunca bloquee las salidas con un calentador y manténgalos fuera de las áreas de tránsito.
• Mantenga a los niños alejados de los calentadores.
• Siempre conecte los calentadores directamente a los enchufes de la pared; NUNCA use un cable de extensión.
• Apague y desconecte los calentadores portátiles al salir de una habitación o al irse a dormir.

Protéjase del envenenamiento por monóxido de carbono (CO) instalando un detector de CO que funcione con baterías y nunca use generadores, parrillas, estufas de campamento u otros dispositivos similares en interiores.

Seguridad con generadores: Si utiliza un generador, recuerde estos importantes consejos de seguridad del Departamento del Jefe de Bomberos del Condado de Harris:

• Use generadores portátiles al aire libre, al menos a 15–20 pies (5–6 metros) de distancia de todas las puertas, ventanas y aberturas de ventilación para prevenir el envenenamiento por monóxido de carbono.
• Nunca use un generador en un garaje adjunto, incluso con la puerta abierta.
